When the clutch starts slipping on its own at high RPM and your outta clutch adjustment, then its time to replace. You will want to throw new friction plates AND steel plates back in the basket. To worry about damage to anything else, but you should not have keep slippin it if you keep it in the powerside of the Rpm band.
I just bought a drag car. It is gorgeous. It purrs when I fire it up, and the clutch is nice and tight. It corners really well, and the engine was rebuilt last year, and I have to say, the mechanics that did it obviously knew what they were doing. What you might want is a centrifugal clutch, like you'd find on a go-kart or a motorised bicycle. It will be a "automatic" twist-and-go clutch, but they can only be used with one fixed gear ratio (sprocket-chain-sprocket, like a bicycle).
If you want something actually usable at higher speeds, I'd suggest going to your local scrapyard and finding an old dirtbike and grabbing it's motor and gearbox. You'll use less fuel, have more power, and a higher top speed. Briggs&Stratton/Tecumseh/whatever power equipment motors aren't really meant for vehicles.
